Tech Support provided the following information to run the NCM diagnostics tool
1. Open C:\Program Files\Solarwinds\Configuration Management\
2. Double Click SolarWindsDiagnostics.exe
3. This program will generate a .zip file as output.
There was no executable by that name in that directory but, I did find the executable in the NCM directory. When I double click on it as instructed a CMD window flashes up for a moment and then goes away and no output file is generated. I opened a DOS window and ran the command and get the following errors.
Running the executable by itself returns "Usage: SolarWindsDiagnostics.exe OutputFile.csv"
Running the executable specifying OutPutFile.csv causes and application exception error.
