APM Alerting only when ALL components are down - how?

Hi all,

I'm trying to setup an APM alert so that when all components are down then I'll get an alert.  Currently I can alert when one component is down but I dont want that - I need to get alarmed only when all are down - can't figure out an easy way to do this...

Basically I have a user experience monitor that checks various websites on various internet proxies - if one site is down or inaccessible for a while it's not a big deal - however if all the sites go down it usually means the ISP or the proxy is having problems.  Hence I want to get an alarm at that point so I can go take a look.  Alarms for APM only seem to be available for individual components or the application - but the application doesn't have a "warning" level when some components are down but not others (unless I'm missing something) - it just has UP or DOWN - warning/critical only trigger when the components trigger those alarms based on memory/cpu.  I'd like to be able to get similar behavior to NPM where I can see the overall status is Warning because some of the components are down.

Anyone got any ideas aside from building a complex query for every internet proxy I have (which would work but is a real huge pain!).
